Kathryn C. Mills is the Assistant Director for U.S. Immigration and Customs Enforcement (ICE) Office of Congressional Relations (OCR). Ms. Mills has served as OCR’s deputy assistant director since 2009 and has led OCR as acting assistant director for the last seven months.
Ms. Mills has significant legislative experience to complement her last four years in OCR. Prior to joining ICE, from 2007 to 2009 Ms. Mills worked in the U.S. Congress where she advised U.S. Representative Zoe Lofgren on matters related to homeland security, cyber security, technology, election law and taxes. Prior to that, Ms. Mills served as the associate director at the University of Maryland Center for Health and Homeland Security. In that role, Ms. Mills developed and managed a U.S. Department of Homeland Security program to provide continuity of operations training nationwide. She also provided homeland security advice and worked in collaboration with a broad array of government and academic policy experts at the local, state and federal level. In this capacity, Ms. Mills was recognized by the Office of the Maryland Secretary of State for her international outreach on homeland security issues.
Ms. Mills is a graduate of Notre Dame of Maryland University. She also earned a law degree from the University of Maryland and is a member of the Maryland State Bar Association.
